The Impact of the Security Decree on the Delicate Balance between Freedom and Authority

On May 29, 2025, at 9:30 a.m., the University of Milan will host an open lecture in Italian of the Criminology course titled "L’impatto del d.l. sicurezza sul delicato equilibrio tra libertà e autorità" [The Impact of the Security Decree on the Delicate Balance between Freedom and Authority], organized by CRIMePO – Criminology and Public Policy Research Centre.
The event is part of the series "Populismo globale vs. garantismo penale: settimana di riflessione" [Global Populism vs. Penal Garantism: A Week of Reflection], promoted by the Italian Association of Criminal Law Professors (AIPDP). This week-long initiative brings together debates and discussions focused on the current direction of criminal justice policy, particularly in light of the recent Security Decree (Law Decree No. 48/2025) and its implications for constitutional principles.
After opening remarks by Prof. Angela Della Bella and Prof. Gian Luigi Gatta, Prof. Roberto Cornelli will introduce the discussion, focusing on four key issues: prison, dangerous categories, dissent, and the limits of authority. The conversation will continue with a dialogue between Criminology students and invited experts: lawyer Federico Riboldi, magistrate Chiara Valori, constitutional law researcher Paolo Gambatesa, and criminal law researcher Beatrice Fragasso.
The event will close with concluding reflections by Prof. Fabio Basile.
