Observatory for the Promotion of Democratic Security Policies

The Observatory for the Promotion of Democratic Security Policies at CRIMePO, established under a specific cooperation agreement between the Municipality of Milan and the University of Milan and coordinated by Professor Roberto Cornelli, aims to strengthen analytical capacity on security-related issues, provide tools and knowledge for managing security in a democratic, inclusive, and pluralistic way, foster the exchange of best practices across municipal districts and the city administration, and promote projects and initiatives based on an integrated prevention approach and a rights-based concept of security. These objectives are aligned with Goal 11 of the “2030 Agenda for Sustainable Development,” which seeks to make cities and human settlements inclusive, safe, resilient, and sustainable.

The Observatory’s activities include:

a) analyzing security-related phenomena and policies by processing and interpreting data from institutional databases—starting with those of the Municipality of Milan—and by collecting additional data through surveys and ad hoc research projects, subject to prior funding approval;

b) examining international policies addressing urban security in order to identify their strengths and weaknesses and contribute to the development of a democratic model of security governance;

c) collecting and analyzing projects and initiatives in the field of prevention and rights-based security carried out by the Municipality of Milan, the municipalities of the Metropolitan City, and municipal districts, and sharing them to support the promotion and networking of best practices;

d) organizing and participating in local workshops, seminars, public events, and conferences aimed at promoting scientific knowledge as a basis for policymaking, raising awareness of the links between security, rights, and democracy, and supporting participatory and integrated approaches to designing neighborhood-level security interventions;

e) publishing policy briefs and guidelines to support the development of specific policies by the Municipality of Milan;

f) offering training activities on the topics covered by this Agreement.
