Towards Authoritarian Democracies? Paradoxes, assumptions, and trends in contemporary security policies

The deterioration of actual public safety conditions, the dramatic increase in personal insecurities, and the proliferation of violence attributed to uncontrolled immigration are the axiomatic premises underpinning the perceived necessity and urgency of security policies, both at a local and at a national level. The security law package currently under debate is no exception: its justification is intrinsically linked to the belief that public safety has been significantly compromised and must therefore be urgently restored. Before engaging with the substantive content of the amendments introduced by Decree-Law No. 48 of 2025, it is worth it to critically examine its underlying political-criminal rationale: is it accurate to claim that Italian society is facing such a substantial rise in violence and insecurity that urgent, emergency measures are warranted? Furthermore, what are the broader implications of such security policies for democratic governance and the rule of law?
