What political-criminal urgency underlies and justifies the issuance of yet another security package? An analysis of the provisions contained in Decree-Law No. 48 of 2025 reveals that the overall repressive crackdown – which extends even to non-violent forms of dissent – is accompanied, for the first time, by measures explicitly aimed at protecting on-duty personnel. In this way, the defense of authority, to which more than a third of the articles are devoted, emerges as the pivotal axis of the entire legislative package and a defining feature of a criminal policy that risks undermining, at its root, the democratic balance between authority and freedom.
