L. Squillace, R. Cornelli, I. Cano (2024), Fear and Surveillance on the Beaches of Rio de Janeiro: the Operação Verão

The article presents the findings of a qualitative study on Operação Verão (Operation Summer), a police operation carried out on the beaches of Rio de Janeiro to combat collective thefts – known as arrastão – allegedly committed by young people from the city’s outskirts. It examines the perceptions of beachgoers and law enforcement officers, revealing that, despite the absence of significant arrastões in recent years and the fact that most beachgoers have never witnessed one, public fears have evolved into a state of perpetual panic, fueling demands for increasingly harsh security measures. As a result, Operação Verão ends up selectively targeting young people from certain peripheral areas – particularly those farthest from the city center – reinforcing their stigmatization and criminalization.
