L. Squillace (2026), Sicurezza e pratiche di controllo nello spazio pubblico: un’analisi tra forze dell’ordine e giovani in un quartiere di Milano

The article “Sicurezza e pratiche di controllo nello spazio pubblico: un’analisi tra forze dell’ordine e giovani in un quartiere di Milano” [Security and Control Practices in Public Spaces: An Analysis of Interactions Between Law Enforcement and Youth in a Milan Neighborhood], authored by Laura Squillace, appears in the second issue of Eutopica. La rivista delle autonomie locali for 2026, titled “Per una sicurezza democratica: la risposta delle città” [Toward Democratic Security: The Response of Cities], edited by Roberto Cornelli and Gian Guido Nobili.  

It is a brief reflection on how the institutional response to public order intersects with the surveillance of youth people and behaviors deemed deviant. Drawing on research conducted in Milan’s San Siro neighborhood on the relationship between youth with migrant backgrounds and law enforcement, it presents the study’s principal findings. The article further argues for a reconceptualization of control practices in public space, calling for interventions aimed at improving relational quality in urban contexts marked by high sociocultural heterogeneity, while strengthening transparency and accountability as part of broader efforts to counter racial profiling.
