In response to the ongoing proposals to increase sentences, enhance police presence and visibility, and adopt a stricter policy towards the supposed degradation caused primarily by foreigners, those who study the "criminal issue" often feel that few "opinion leaders" truly understand the criminal justice system. This system includes a network of institutions—such as courts, prisons, psychiatric hospitals, social services, workhouses, rehabilitation centers, juvenile reformatories, etc.—and various forms of relationships supported by agencies, ideologies, and discursive practices, including criminological, sociological, and forensic psychiatric knowledge. Public debate is often centered around terms like "zero tolerance," "certainty of punishment," and "the fight against immigration," which fail to capture the real nature of the "insecurity" issue.
The book, first published in 2013 under the title "Oltre la paura. Cinque riflessioni su criminalità, società e politica", and later re-edited in 2018 for Universale Economica Feltrinelli under the title "Oltre la paura. Affrontare il tema della sicurezza in modo democratico", aims to challenge the widespread reliance on simplistic solutions. It encourages reflection on crime, insecurity, urban violence, racial hatred, incivility, spatial control, prisons, and mental health. The goal is to move beyond societal fears and promote a democratic approach to security.
