Urgent Call for Action on Juvenile Justice in Italy

Antigone, Defense for Children Italia, and Libera have launched an “Urgent Call for Action on Juvenile Justice in Italy,” which has already been endorsed by numerous organizations.

 The Call expresses deep concern and dismay over the deterioration of the juvenile justice system in Italy. A system that was once a pioneering international model—based on the centrality of the child’s best interests, on education, and on the use of imprisonment only as a last resort—is now drifting away from these principles, adopting an increasingly punitive approach that lacks long-term vision. Particularly alarming is the situation in Juvenile Penal Institutions (IPMs), marked by overcrowding, increasingly severe restrictions, and growing neglect of the educational and relational needs of young detainees. In line with international standards, the appeal calls for, among other things, the repeal of the “Caivano Decree,” the hiring of adequately trained educators and social workers, and the implementation of integrated, personalized educational plans aimed at real rehabilitation and the social reintegration of minors.
