The permanency of mass atrocities: The fallacy of never again

The article “The permanency of mass atrocities: The Fallacy of ‘Never Again’?”, by Adrian Gallagher, Richard Illingworth, Euan Raffle, and Ben Willis, published in The British Journal of Politics and International Relations, focuses on the concept of “never again”. This notion has been extensively examined in the fields of Sociology, Cultural Studies, and History, but remains largely overlooked in others. In order to spark a dialogue about the term’s usage, this article takes an interdisciplinary approach to demonstrate how the meaning of "never again" has evolved over time. Building on this, the authors examine five key real-world issues: the quantitative problem, the nuclear problem, the regime change problem, the weak state problem, and the P5 problem. Their analysis reveals that the broad statement of “never again” oversimplifies the complexity of preventing mass atrocities and sets an unrealistic goal.
