Taking Stock of Syria’s Approach to Transitional Justice

In their article “Taking Stock of Syria’s Approach to Transitional Justice”, Karolina Nabożna and Klaus Bachmann analyze Syria’s post-conflict trajectory following the events of December 2024, when Hayat Tahrir al-Sham (HTS), through a sweeping military campaign, seized Damascus, dismantled key government strongholds, and established a transitional government.  

Drawing on Huntington’s model, the authors classify this development as a replacement transition, one that did not require negotiations or a formal transitional agreement with the incumbent regime. However, the article argues that despite this apparent freedom, HTS leaders do not enjoy unrestricted choice in designing transitional justice policies.
