It introduces the Restorative Pluralism Framework, a hybrid model that integrates restorative justice principles with Indonesia’s plural legal traditions.
Using a comparative and conceptual methodology, the authors draw on scholarship in international criminal law, transitional justice, and legal pluralism to show how customary norms, religious values, and community-based mechanisms in Indonesia can support restorative processes while remaining compatible with international accountability standards. The article argues that this framework strengthens victim participation, social healing, and complementarity in international criminal law, contributing to a more context-sensitive and victim-centered model of justice.
