“Political Reform in Colombia: A Commitment to Democratic Opening in Order to Build Peace”, written by Antonio José Lizarazo Ocampo, is a working paper published by the Max Planck Institute for Comparative Public Law & International Law in June 2026. The paper addresses political reform in Colombia as a central element of peacebuilding, within the framework of implementing the commitments set out in the 2016 Final Peace Agreement between the Colombian government and the FARC-EP. The author reconstructs the structural reasons that have made reform of the Colombian political and electoral system necessary, highlighting challenges such as corruption, disinformation, the programmatic weakness of political parties, and the resurgence of armed groups linked to drug trafficking. The paper also examines the measures envisaged to broaden democratic participation, strengthen political opposition, encourage social protest, and ensure greater political inclusion of women. Drawing on international human rights standards, particularly the American Convention on Human Rights, Lizarazo proposes concrete guidelines for comprehensive reform to strengthen Colombian democracy and consolidate the peace process.
