“I Don’t Believe You Anymore”. The eighth report by Associazione Antigone on juvenile justice in Italy

The eighth report by Associazione Antigone on juvenile justice in Italy, titled “Io non ti credo più” (“I Don’t Believe You Anymore”), examines the current state of the juvenile criminal justice system and the transformations it has undergone in recent years. Through the analysis of official data, monitoring activities, and direct observation in Juvenile Detention Centers (IPM), the report reconstructs the evolution of the system, offering an updated overview of detention conditions, institutional practices, and the main critical issues that have emerged within these facilities.
Particular attention is devoted to trends in juvenile crime and to the policy responses adopted by the legislature and public institutions. In this regard, the report examines the effects of recent legislative reforms – especially the so-called Caivano Decree of 2023 – on the increase in the number of minors held in IPM facilities and on the introduction of more restrictive measures within the juvenile justice system.
The analysis combines quantitative data with the findings of direct observation carried out in the institutions and with a reconstruction of the main events that have affected them in recent years, thus providing a comprehensive reading of the ongoing transformations and of the tensions currently affecting the juvenile justice system.
