Everything closed. 22nd Antigone Report on detention conditions
June 15th, 2026
The 22nd Antigone Report on detention conditions, entitled “Everything Closed” (Tutto chiuso), has recently been released, offering an analysis of the current state of Italian prisons and recent penal policies.
The report presents a particularly critical picture, marked by growing overcrowding, reduced opportunities for social interaction, and persistent challenges related to mental health and the quality of prison life. Drawing on monitoring activities carried out across Italian prisons, Antigone highlights a rising prison population alongside increasing restrictions on openness toward the outside world and more limited access to rehabilitative pathways and community-based measures.
The report also includes dedicated sections on suicide and self-harm, isolation, high-security detention, and community sanctions, offering a critical reflection on current penal policies and their practical consequences within custodial institutions.
